Medicaid for Persons who are Aged, Blind, or Disabled (ABD)


Individuals who are aged (65 or older), have a disability, or are blind (ABD) may qualify for Medicaid through the one of the ABD programs. Information about both income and  resources is needed to determine eligibility for most ABD applicants and should be provided when applying. A person who does not qualify for full-benefit Medicaid because their income is over the limit may “spenddown” their income to become eligible. They must have a certain amount of medical bills before they can be approved for Medicaid. The amount of medical costs needed to qualify depends on household size and income. Others not eligible for full-benefit Medicaid because their income or their resources are over the limits may qualify for Medicaid assistance with the cost of Medicare.

Medicare Savings Programs

Medicare Savings Programs help Medicare members with low income pay their Medicare premiums. In some cases, the programs also help pay deductibles and co-pays. There are four levels of Medicare Savings Programs. The level depends on the person’s or couple’s income and resources.

Medicaid Works

The Medicaid Works program is for people who are blind or disabled and are at least 16 but less than 65 years old. The person can work and earn a higher income and still qualify for Medicaid.
